1. Approval of Agenda and Minutes
MOTION: Proposed by Rob Campbell and seconded Dianne Borg that the agenda be accepted with the addition of a motion on a Library Committee after President's Report and moving ECOS to the top of the committee Reports..
MOTION CARRIED
MOTION: proposed by Dianne Borg and seconded by Jenny Haysom that the Minutes of the November , 2004 board meeting be accepted with one change: Page 3, MOTION - should read 'proposed by Rob Campbell and David Law'.

MOTION: proposed by Lisa Drouillard and seconded by Leo Doyle that the Minutes of the December 14, 2004 board meeting be accepted with the addition of Jenny Haysom to Regrets.
MOTION CARRIED
2. President's Report
- Brighton Beach Clambake (letter attached) - Bill Blakeman explained how the annual clambake is held in September and has been going on for 27 years. He asked that OSCA include this community event in its list of events covered on its liability insurance and that the fire permit required be applied for in OSCA's name.
MOTION: proposed by Ed Keyes and seconded by Jenny Haysom that OSCA sponsor on an annual basis the Brighton Avenue Clambake held in September by adding this event to its liability insurance and by allowing the fire permit to be applied for in OSCA's name.
MOTION CARRIED
- Report on planning meeting on Firehall funding - a meeting was held on January 12 with Michael Jenkin, Ken Slemko, Mike Lascelles, David Law and Deirdre McQuillan in attendance. The work will be broken down into 2 segments:
1)technical, involving a business case, design and finances, and
2) political support by lobbying etc.
The first stage will involve sounding out the City to find out what criteria and rationale we should be presenting. Ken Slemko and David Law to do this. Michael Jenkin will speak to the GNAG to find out what their strategy was.
- Reconstruction of Sunnyside between Bristol and and Rideau River Drive - This work will be done this spring and summer and will include new storm sewers, water mains, sidewalks and street.
Library Committee
MOTION: proposed by Jenny Haysom and seconded by Stephen Haines that an OSCA Library Committee be established.
MOTION CARRIED.
Jenny will come back to February board meeting with the mandate for this new committee.
3. Brewer Park Rotary Playground
Brendan McCoy reported that the advisory committee is to meet soon to review the changes made to the plan as a result of the open house in December last. Residents are now starting to question how the new playground will change the park. Brendan will try to get photographs of the plan into February OSCAR.
MOTION: proposed by Brendan McCoy and seconded by Stephen Haines that OSCA ask the City to hold another open house with the revised design proposal before they bring this design to the OSCA Board or City Council..

Michael Jenkin will write to Paul Landry.
4. Councillor Doucet's Report
- Entrance to Brewer Park at Bronson Avenue - Councillor Doucet told the meeting that $140,000 will be in the budget to revamp the entrance.
- Alta Vista Expressway - there is money in the budget this year
- Budget meeting at Glebe CC January 29
6. Nominate Volunteer of the Month
Jennifer Knight was chosen. Rachel Vincent will do the write-up for OSCAR.
7. Committee Reports
ECOS -Hedrik Wachlka an Christine Pelletier gave a presentation on the proposed project to open the pond to the river in Brewer Park to prevent fish dying because they get caught in the pond in the winter.
All major government agencies have been approached and Muskies Canada is to supply the seed money. There is a possibility the cost may prove to be too high. There will be an open house on February 22 at the Firehall.
Program - Dianne Borg -Registration was down for winter programs and we are cancelling a significant number of programs. The committee welcomed feedback from the community. Next meeting will be to plan summer camps. Deirdre to do an annual calendar for the committee which would include dates of registrations, meetings, etc.
The committee hopes the new book-keeping system will be very useful for budgeting. The committee will look into partnering with the city for online registration.
Ed Keyes has joined the committee.
Special Events
Winter Carnival - February 6 - Deirdre passed around the Volunteer Sheet for sign up and flyers for people to put up.
Finance - Steve Mennill presented the finances to the end of December. Steve cautioned that not all fall expenses were included and the final surplus may not be as big.
MOTION: proposed by Steve Mennill and seconded by Mike Lascelles that the board adopt the OSCA budget (attached) as presented.

The new accounting system is now on the book-keeper's computer and should be put into effect shortly.
OSWATCH - no report
Rezoning 88 Bellwood - at Planning Committee February 8. Both Leo Doyle and Michael Jenkin will make a presentation. The staff report should be available shortly.
- Design Guidelines - City has developed and comments can be made.
- Traffic on Ossington -
MOTION: proposed by Ken Slemko and seconded by Jenny Hayson that all requests for help for traffic issues be given a copy of OSCA's policy which encourages residents to meet to try to solve the issue themselves.
Michael Jenkin to write the policy.
OSCAR - Jenny Haysom made the report. There are 4 candidates for the position of distribution manager and interviews will beheld this week. The editor has agreed to involve Jenny in any future dispute.
Firehall Redevelopment - The Lobster Supper will be held on May 27 and the ticket price is $60.
Web Site - no report.
7. Rezoning 88 Bellwood
Missy Fraser gave the report. She says the francophone community is interested in having a school on the site.
Missy asked for OSCA's help with their 3 pronged strategy:
1. Getting more signatures on the petition and signs in windows
2. Email letter campaign to the mayor, councillors and planning committee, and
3. Making phone calls and postering to encourage people to come out to the planning committee meeting on February 8.
