1.     Approval of Agenda and Minutes 

MOTION: 

Proposed by Lisa Drouillard and seconded by Isla Jordan that the agenda be adopted.

Motion carried

MOTION: 

Proposed by Brendan McCoy and  seconded by Valerie MacIntosh that the minutes of September , 2011 meeting be adopted with the additions of motions provided by Lisa Drouillard.

2.     President’s Report

Terms of reference for search committee for Executive Director’s job.  Committee to meet again October 25 and will come back to November board meeting with details of job description and compensation package.

In the event of a board decision being required it was agreed to recuse any board member who themselves or a relative have an interest in the job.

 


3.     Councillor Chernushenko’s Report

Lansdowne park traffic issues – special public meeting on Thursday December 1 at Glebe Community Centre.

Bank Street in the Glebe reopening is at 1:00 pm on November 15.  Lighting, street furniture will be installed in summer 2012.

Capital ward walks resume on Saturday, October 29 at Sylvia Holden Park.

Bank Street visioning session was held on September 25 to envison what Bank Street would look like in 20 or 30 years.  David would like to hold a design charette .  There is interest in renaming/rebranding the neighbourhood.

West Coast Video – the City has no tools to use but have ordered an engineer’s report – if the results show the building is a danger, the owner will be ordered to do something.

4.     Colonel By Heritage Conservation District (Brendan McCoy)

Michael Lynch has gone house to house on Colonel By and got 23 our of 39 homeowners to sign a petition asking the City to consider making Colonel By from Bank to Bronson a heritage conservation district.

MOTION:  Proposed by Brendan McCoy and seconded by Mike Lascelles that OSCA supports the request of the Ottawa Built Heritage Advisory Committee that Council direct staff to examine the creation of a Heritage Conservation District or Heritage Overlay, on all Colonel By Drive properties facing the Rideau Canal between Bank Street and Bronson Avenue.

Information Items

5.     Publicity for OSA events and meetings:  postering volunteers; advertising budget (Gwen Gall)

Deferred to November board meeting as Gwen was unable to attend the meeting.

6. Committee Reports

  • Website:

·       Special Events – there was discussion about people organizing special events and the advantages and disadvantages of the events being OSCA events or private events.  If an event is an OSCA event it is expected that 20% of revenues is budgeted as revenue for OSCA.

Mad Men Party – November 19

MOTION:  proposed by Kendall McQueen and seconded by David Law that the attached budget with revenues of $10,625  and expenses of $10,514 be approved by the board.

Fall Fest – postponed to October 23 due to bad weather

Concert Series planned for 3 Saturday nights in the winter.  Lisa Drouillard to present the budget to the November meeting.

Havana Night – Saturday, November 18, Graham Deline to present a budget to the board.

Program – Anna Sundin and Michael Jenkin worked with Dinos and Cathie to set up the fitness room which Deirdre was away.

Finance – budget for 2012 will be approved at December board meeting.  Treasurer asks that committee draft budgets be sent to him before the November meeting.

Library: 

  • OSWATCH:  There are 3 townhouses planned for 41 Sunnyside and 860 Colonel By Drive has been sold to a developer.

- October 22 – Lansdowne Park soil remediation meeting at Glebe Community Centre,

- October 19 infill study meeting at City Hall.

OSCA Strategic Plan – should be added to the agenda every month.
