1. Welcome and approval of Agenda

Michael Jenkin welcomed people to the Annual General Meeting.

MOTION: proposed by Lisa Drouillard and seconded by Graham Deline that the Agenda be accepted.

MOTION CARRIED

2. Approval of 2010 AGM Minutes

MOTION: proposed by Brendan McCoy and seconded by Anna Sundin that the 2010 AGM Minutes be accepted.

MOTION CARRIED

3. President's Report

Michael Jenkin highlighted aspects of his written report. He told the meeting it was his 9th annual report as President. It has been a great year for the neighbourhood with both the community centre and the library undergoing extensive renovations.

Despite being out of the Firehall we managed to maintain a high level of community programming and events. Thanks again to Southminster Church and its staff for being so accommodating.

As we grow as an organization we need to pay increasing attention to how we manage and govern ourselves as a community organization. We are in negotiations with the City in terms of how we manage recreational programming and what the respective roles of the City and OSCA will be in delivering those programs.

Development of Lansdowne Park has taken up a lot of OSCA time this year - OSWatch will report on this.

Thanks to retiring board members John Calvert who did a great job on our IT, Brenda Lee for all her years of work on special events, Donna Lordon who, among other things did a great job on committee for the art project for the FIrehall, Peter Reinecke, Michael Dobbin, Jim Steel and Geoff Murphy

Thanks to OSCA and City staff, Cathie Buchanan, Dinos Dafniotis and Deirdre McQuillan and to our partners in the City's Parks, Recreation and Cultural Services Branch. Thanks too to you, the residents of Old Ottawa South, for your support and participation over this very productive year.

4. Councillor Chernushenko's Report

David told the AGM that either he or his assistant Pierrre Sadik will attend all community board meetings in the riding. He flags new issues that will be coming up in neighbourhoods, eg construction on Bank Street. He advised people to look at his his website for information on traffic diversions etc. www.capitalward.ca.

He spoke about infill which is the number one city wide issue. The city has to intensify but needs to respect the character of neighbourhoods. Councillors want to hae tools to deal with new developments.

5. Treasurer's Report

The report was presented by Steve Mennill for OSCA's 3 accounts, OSCA, Firehall Fund and OSCAR.

The association is solvent and in a strong financial position with over $600,000 in total assets as the end of December, 2010.

The association has now made a contribution of $357,500 to the City of Ottawa in March 2010 for the Firehall renovation, comprised of:

    • All of the Firehall Redevelopment Fund: $242,000
    • $30,000 form OSCAR reserves
    • $85,500 from OSCA's reserves

MOTION: proposed by Greg Strahl and seconded by Lisa Drouillard that the year end Income Statement and Balance Sheet for the year ended December 31, 2010 be approved.

MOTION CARRIED

The Treasurer thanked Susanne Ledbetter, OSCA's book-keeper for doing a wonderful job and also thanked staff and the financial committee.

6. Committee Reports

Program Committee:

Chair Anna Sundin gave the report.

Our clients stayed with us through our time at Southminster United Chruch - thanks to the church for being so accommodating.

We moved back into our new exciting space at the Firehall and the number of people taking OSCA programs has risen considerably.

With the expansion of the Firehall we hope to expand programming and try new programs - we are always looking for more members of the committee.

Thanks to staff and volunteers.

Special Events Committee

Lisa Drouillard gave the report. The committee held 5 events - Winter Carnival, Welcome back to the Firehall party, Fall Fest, Christmas Craft Fair and Christmas Movies at the Mayfair.

A group of volunteers from the community held the 21 Club in November - it was a huge success.

OSWatch Committee:

Brendan McCoy and Graham Deline were the chairs for the past year.

    • OMB hearing on Lansdowne park - reluctantly agreed to drop the appeal on advice from lawyers and planner and signed a settlement with the City which provided concessions such as eliminating the 8 story residential buildings facing Holmwood avenue, reduces the height of the residential tower at bank and Holmwood to 12 stories etc. and OSCA and GCA get input into traffic, transit, safety and parking issues.
    • 71 Hopewell - OSWatch spoke out against the site plan at Planning committee twice. We were not successful and the development went ahead. But as a result of this and other developments an infill study was undertaken by city staff.
    • OOS Traffic Management study almost complete. The final proposals for improvement may be released in the fall.
    • Pedestrian crossings report from the NCC. OSWatch was very disappointed in the final report as the outcome was very modest and OSWatch will continue to engage with the NCC on this.
    • Thanks to all OSWatch members, in particular to OSCA Web editor Gwen Gall for all the information on the website. Thanks to Mohammad al-Assad who stepped down from the position of c0-chair this year.
    • OSWatch will meet on the first Tuesday of every month at the Firehall - everyone welcome

OSCAR

The editor, Mary Anne Thompson gave the report. Thanks to advertisers, writers, photographers, distributors and readers. Also thanks to Chris Solar, OSCA webmaster who places the OSCAR on the OSCA website and archives the previous issues. Thanks to staff members, Advertising Manager, Gayle Weitzman, Distribution Manager, Larry Ostler and Bookkeeper, Susanne Ledbetter.

Web/IT Committee

Web Editor Gwen Gall thanked retiring Web/IT chair John Calvert, who was unable to attend, for all his hard work. Also thanks to Webmaster Chris Solar, and committee members Kathy Krywicki and James Hunter (for John).

There are consistently 6,000 to 8,000 website visitors a month to the website, and the number of subscribers to the weekly e-newsletter is rapidly growing.

ECOS

Chair Mike Lascelles gave the report. May 22 birding/photography ramble with Bruce Dilabio. ECOS is working with gardening enthusiast and local residents to explore whether Old Ottawa South could have a community garden in one of the larger parks.

In the coming year ECOS hopes to recruit new members, stage more rambles and begin to record the natural history of our area and outline a sustainability action plan for our community.

Sunnyside Library Committee

Gwen Gall reported that communications will be kept open between OSCA and the library. Sunnyside branch coordinator Yvonne van Lith had asked Gwen to extend a thank you to OSCA and former Library Committee chair Jenny Haysom and volunteers for all their hard work saving the branch from closure, and contributing significant funding for art work and furniture for the branch renovations, which were completed in the summer of 2011.

  1. Presentation of OSCA's Lifetime Achievement Award

    The award was given to John Taylor of Domus Café and Taylors for his many years of contributions to OSCA. John not only attends the Winter Carnival every year but he brings a vat of Domus Soup and helps to serve food and gives gift certificates as prizes. He has given gift certificates for every auction and raffle that OSCA has has. He has cooked for fundraising dinners and even cooked a dinner for volunteers a few years ago. John Taylor is someone who has contributed a lot to this community.

    John was unable to attend the meeting.

  1. Amendment to OSCA By-law #3 regarding the number of OSCA Board directors.

    MOTION: proposed by Greg Strahl and seconded by Mike Lascelles that:

    Be it resolved that the By-laws of the association hereby be amended as follows:

    Section 3 “Board of Directors” - add “up to” in the first paragraph of the 2nd line after “shall be managed by a board of a minimum of 10 and up to 20 directors”

    MOTION CARRIED

9. Nomination Committee

Only those with OSCA memberships of 3 months or longer are eligible to sit on the OSCA Board. Seven members have retired this year and for the 2011-2012 term a total of 16 eligible candidates have put their names forward. The bylaws stat that the board be comprised of 20 members however, it was decided at the April OSCA Board meeting tht the slate would stand at 16. The bylaws will be amended at the AGM.

10. Election of 2011/12 OSCA Board of Directors

MOTION: proposed by Judy Lascelles and seconded by David Chernushenko that the nominations be closed and the slate put to a vote.

MOTION CARRIED

The slate of candidates was elected.

  1. Other Business Adjournment/Reception

    Wading pool at Windsor Park - Pat Kealey raised a concern about the size and location of the pumphouse for the renovated pool. Some neighbours now have a lovely view of the pumphouse instead of the park. Also concerned about where the chlorinated water from the pool goes when the pool is emptied. David Chernushenko said he would investigate.

MOTION: proposed by Graham Deline and seconded by Greg Zador that the OSCA AGM be adjourned.

MOTION CARRIED
